Vice Presidents Comments
We officers of the executive committee would like to welcome all of you to the Laredo Rifle and Pistol Club. Remember that this is your club and it becomes what you all make of it. Participation is of course voluntary in all club functions, meetings, and events, but without adequate participation, all things we do are not what they could be with more of you here. Please come to the meetings on the first Friday of each month at the clubhouse at 7:00 p.m.. This is where we all have the best opportunity to make our wishes and concerns known and is a really good time to get to know other members and share meaningful time with others who think and are like you. Our 2nd Amendment rights are both God given and granted by our Constitution and the best way to keep them is to exercise them. Please know your political candidates’ positions on our gun rights issues and consider them when making your choices at the polls in this and all elections. Remember that using your votes wisely is one of the chief ways that you can help ensure that our rights remain as intended by our Constitution.
On a sad note, one of our long time members, Mr. Mitchell Roszkowski recently lost his mother due to complications after a falling injury in her home. She passed away on Monday, 3/13/06 and was buried in Chicago this week. Mitch and his family are back in town now and I would ask all of our club members to remember them in your prayers. May God give them a peaceful bereavement and the strength to recover from their loss in due time.
I am unofficially announcing the first Saturday of each month as range cleanup day. This is usually going to be the mornings after our regular monthly meetings and therefore should be easy to remember since a quick reminder will be offered during the Friday night meetings. If enough of us would start at 8a.m. we could be done before it gets too hot. Plenty of beverages and snacks will be available for participants as well as their mention in the next newsletter. I think it would be good for all our members to know those of us who are truly willing to support our club by giving of our time in responsible care of our facilities. Remember that with all privileges come some responsibilities and without the fulfillment of those responsibilities, the value of the privileges wanes. If we have to hire outside people to do all that’s required to maintain our facilities, a raise in the club’s annual dues will be imminent. Besides, spirited work among your fellow club members can be a fun way for us to get to know each other better and will go a long way in strengthening our club as a group of good citizens. It also sets an example to our children that nothing comes without a price and working is the most honorable way to earn, (money, rights, privileges).
My last word this month will be on the subject of safety. I know that we have all been reminded ad nauseum about being safe shooters, but in the excitement of shooting it is really easy to forget something that may result in the injury of someone or the inadvertent/negligent destruction of property so here it goes again:
Please review and obey the NRA’s Ten Rules of Gun Safety (copies soon to be posted at the range).
Please review and obey all safety notices, rules and instructions at the front gate as well as at each individual range pavilion.
Please follow the “Golden Rule” when shooting with others. (Treat others as you want to be treated!) This is also good in life in general.
The only range where rapid fire, fast-finger or full auto fire will be tolerated is the plinking range. Be aware that if it sounds auto-enough, your weapon and permits if applicable will be checked!
Any member has every right to check any other member’s membership card. Do not be offended, be proud and secure! (Unless you are wrong or guilty!)
This club has and will follow a zero-tolerance stand on infraction of safety rules. If you are caught breaking one, you may be reminded or you may be suspended or expelled depending on circumstances or severity. Do not test this warning!!! Neither the expelled nor the expellers are ever happy that it happened!!!
Enough of the stiff stuff! We want to all have fun and learn more about shooting. We want to hone our skills to allow more enjoyment and security for ourselves and our families. Be as involved as you
can and don’t hesitate to ask for help from fellow club members,,, there is a wealth of experience and skill among us that begs to be shared!!!

Meeting Dates
The dates for the meetings coming up are April 2 and May 5. I encourage all members to come out to the meetings. If you have any friends that would like to join, please bring them. They can. I hope to see each one of you there! There will be no food provided at the meetings, but there will be soft drinks available.

Official Club Address
Vice President Dallas Prince has got the county to issue an official address for the club property to allow E911 access to the club. In case there is an emergency at the range the emergency response personnel will know where to come to. The address will be posted at the gate where it can be seen as soon as possible. The address that has been assigned is 7415 US Hwy 59, if you ever have to call 911 to come to the club, give them this address. If they are just told to come to the range on 59, they will not know which range is which, but if they are told 7415 US Hwy 59, they will know exactly where to come to and the few minutes or several minutes may mean someone’s life if they are injured. We hope this will never have to be used, but we do have it if it is needed. Please note that for non-emergency law-enforcement calls continue to call the Webb County Sheriff’s Department at 523-4500. Please be safe. Remember to keep all firearms pointed down range at all times. If anyone goes downrange, do not handle any firearms, open the action and lay the firearm down. This is even if you are cleaning a firearm and someone goes in front of the firing line! How many people have been killed with unloaded guns …. or I thought is was unloaded! We should thank Dallas for his effort in getting this done.

FUNDAMENTAL RULES OF GUN SAFETY
Always keep the gun pointed in a safe direction.
Always keep your finger off the trigger until ready to shoot.
Always keep the gun unloaded until ready to use.
Be sure the gun is safe to operate. Know how to safely use the gun.
Use only the correct ammunition for your gun.
Know your target and what is beyond.
Wear eye and ear protection as appropriate.
Never use alcohol or drugs before or while shooting.
Store guns so they are not accessible to unauthorized persons.
Be aware that certain types of guns and many shooting activities require additional safety precautions.
Cleanup Day
Dallas suggested and Board of Directors approved scheduling a cleanup day at the range each month. This will be the first Saturday of each month. In most months this will be the day after the monthly meeting and a reminder will be given at the meeting. Soft drinks and snacks will be provided. Be at the range at 8:00 AM and work until noon. This is your range and if you will pitch in and help we can get it clean and keep it clean.
Participation Raffle
In an effort to try to increase participation in all club activities, the Executive Committee has decided to award points to members for taking part in meetings, matches, and maintenance days. One point will be awarded for meetings and matches and two points for maintenance days. At the end of the year you will receive one ticket for each point you have accumulated which will be used in a drawing for a Remington hunting rifle. The winner will be able to choose any standard caliber.
The only way to get your points will be to sign in on the attendance sheet that will be kept at each activity. If you come to clean-up day and stay fifteen minutes, you won’t get points. The points will be awarded at the end of the functions.

SUPPORT H.R. 5005,
THE "FIREARMS CORRECTIONS AND IMPROVEMENTS ACT"
On March 16, Representative Lamar Smith (R-Tex.) introduced H.R. 5005, the "Firearms Corrections and Improvements Act," which would make a variety of technical changes to federal firearm laws. The bill would roll back unnecessary restrictions, correct errors, and codify longstanding congressional policies in the arena of firearms laws. Among its provisions, H.R. 5005 would: permanently ban taxes or "user fees" on background checks by the federal instant check system--fees that
Congress has prohibited in annual appropriations riders since 1998; permanently ban creation of a centralized electronic index of dealers' records--a threat to gun owners' privacy that Congress has barred through appropriations riders for a decade; codify limits on disclosure of trace records -- which Congress has already limited through a series of appropriations riders over the past few years, out of concern for gun owners' privacy and the confidentiality of law enforcement records; and repeal of obsolete language from the Brady Act's "interim" waiting period provisions, that expired in 1998.
